SUPERVISORY BOAT MAINTENANCE SPECIALIST
Summary You will serve as a SUPERVISORY BOAT MAINTENANCE SPECIALIST in the Joint Base Pearl Harbor Hickam (JBPHH), Operations Department (JB3), Ship Movement Support Craft/Boats Branch (N312) on JBPHH of NAVAL STATION. A post allowance amount, (otherwise known as: COLA), of 8.90% will be added to the stated salary. Post allowance is subject to change at any time. Responsibilities You will develop specifications to identify ship life cycle maintenance or modernization project requirements. You will analyze resource requirements and schedules (e.g., ship overhaul or repair schedules, budgets, expenditures) to support program goals. You will develop implementation plans that consider personnel, budget, manpower, and other management requirements You will assign program tasks to team members You will analyze program needs to formulate budget requirements. You will utilize Naval instructions and blueprints to properly manage a service craft and boat program, maintain inventory, and ensure that proper maintenance procedures are accomplished. You will use technical expertise pertaining to water/service craft. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Develop and maintain long-range overhaul/repair schedule for vessel; 2) Conduct budget planning to develop and recommend alternatives to resolve programmatic budgets issues; 3) Represent command at conferences while providing program and project status updates to customers; 4) Review contracts for completeness and monitor contract's compliance with contract terms and conditions; and 5) Monitor work performance to ensure requirements are met and work is completed within a timely manner. Additional Information (Continued): Physical Demands: Work is primarily sedentary (approx. 70% of the workday) and requires walking, standing, and carrying of light items. Work is carried out (approx. 30% of the workday) in an industrial environment which requires climbing ladders, entering tanks, lifting and carrying up to 50 lbs. and riding ships/craft during ship checks and sea trials. When conducting on-site inspections, incumbent routinely climbs, bends, stoops, and rides waterborne boats and equipment to certify contractor performance and must crouch and stoop to get into areas with restricted headroom. Work Environment: Work is primarily performed (approx. 70%) in an adequately lighted, heated, and ventilated office setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms. Approximately 30% of the work is performed in industrial facilities, on the waterfront, and on-board boats and craft. Shipboard inspections may involve a variety of adverse working conditions involving a general range of industrial hazards such as noise, vibration, heat, fumes, dust, dirt, poor lighting, poor ventilation, moving machinery, tripping hazards, climbing steps, crouching, and stooping to get into areas with restricted headroom. Appropriate safety precautions and personal protection equipment (PPE) are available to offset these adverse working conditions. There is frequent local travel to contractor maintenance facilities and there is occasional travel off-island to attend conferences and meetings. Incumbent must be able to: Use technical expertise pertaining to water/service craft. Extensive knowledge regarding the acceptability and applicability of contractual matters related to waterborne and ashore equipment, and boat maintenance service. Prior experience in coordinating, managing, and overseeing the overhaul of barges, service craft, boats, and other waterborne and ashore equipment to ensures operational readiness. Ability to develop specifications to identify ship life cycle maintenance or modernization project requirements. Ability to utilize Naval instructions and blueprints to properly manage a service craft and boat program, maintain inventory, and ensure that proper maintenance procedures are accomplished.
