Summary About the Position: This is a Chief position in the TRADOC Headquarters G-8 Budget Directorate supporting the management and control of current and multiyear appropriations or a Chief position supporting the oversight and analysis at the Centers of Excellence level. Both positions; purpose of the work is to analyze, advise on, and recommend solutions to budgetary problems in all phases of budget administration. Responsibilities Develops recommendations for Program Budget Decisions (PBDs), financial policies, and appropriations language to support national defense missions. Analyzes and interprets agency/Department of Defense (DoD)/ Office of Management and Budget (OMB) budget and program guidance. Analyzes the budgetary impact of new or revised legislation, policies, and procedures. Develops budget/program processes, procedures and guidance for executing financial management plans and programs. Uses GFEBS, GFEBS-SA, GCSS-A, and RMW, and Resource Management Online (RMO) systems to provides budget officials with information. Plans work to be accomplished by subordinates, set priorities and establishes schedules for work completion. Assigns work based on priorities, requirements of assignment, and capabilities of employees. Specialized Experience: One year of specialized experience which includes (1) managing a broad range of financial services such as budgeting, resource allocations and spend planning, accounting, statistical analysis and automated reporting; (2) developing and presenting briefings on complex budget and financial matters to leadership; AND (3) providing oversight for budget programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Decision Support Financial Management Analysis Leadership Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
