Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command 7th Signal Command, 93rd Signal Brigade in Fort Eustis, VA. Serves as the Supervisory Budget Analyst in the Resource Management Division. Responsibilities Identifies and analyzes spending trends, obligations, expenditures and reimbursements for assigned portions of the organization’s budget. Administers assigned portions of the organization's budget for one or more funds (i.e., Operations and Maintenance, Army (OMA), Global War on Terrorism (GWOT), Operations, Army (OPA), etc.) or projects. Tracks major funding issues for the organization. Supervises a portion of the Budget staff including assigning work, shaping priorities, providing technical oversight, arranging for staff training, developing performance standards and rating employees, and assisting with hiring new staff. Provides financial advisory services for assigned portions of the command budget. To qualify based on your experience, your resume must describe at least one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by Assessing and reporting on commitments, obligations, expenditures and/or disbursements to ensure legal, effective, and efficient use of funding; Formulating operational budgets to ensure efficient use of funding; Analyzing complex topics to synthesize issues and produce concise, coherent summaries related to matters of defense budget and finance; Budgeting at multiple echelons of command (unit, garrison, installation, MACOM, Region, Headquarters/Department-level, etc.). For this job, you must meet the qualification requirements using experience alone -- no substitution of education for experience is permitted. Education Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Appointment to this position does not confer competitive status. This position is in the Supervision/Management Work Category at the Full Performance Work Level within the CES Occupational Structure. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Direct Deposit of Pay is required. Must be able to obtain and maintain a Secret security clearance. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
