Supervisory Budget Analyst
Summary About the Position: This Supervisory Budget Analyst position is assigned to the Program Executive Office Intelligence, Electronic Warfare and Sensors in the Project Manager Defense Cyber OPS PL TAO, Business Management Division, located at Fort Detrick, MD. Responsibilities Serves as the focal point for staff advice and coordination on all matters pertaining to Vendor Pay activities, programming, reviews and analyses, and designated management reporting requirements. Collaborates with authorized personnel of other units to negotiate, decide on, schedule, or coordinate payment for supporting services. Coordinates the Vendor Pay activities with BMD and other managers within PEO IEWS TAO. Serves as the technical authority on all Vendor Pay matters. Prepares the PEO IEWS TAO execution plans and exercises delegated authority for vendor pay processes. Provides supervision of subordinates directly and through assigned subordinate supervisors in the daily operations the Vendor Pay Team, ensuring short-term and long-term goals and objectives are met. Establishes effective communications and positive work environment. Demonstrates consistent emphasis on SHARP, EEO, affirmative action, and prevention of discrimination in employee selection, promotion, training, and other personnel management practices. Specialized Experience: One year of specialized experience is defined as: 1) Leads development of budgeting and executing funding in operations; 2) Provides guidance to users through diagnostic and troubleshooting processes to resolve problems; and 3) Ensures work submissions of reimbursable actions are in compliance within the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Management Managing Human Resources Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03/GS-13) Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
