Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Fort Meade, MD. Responsibilities Actively participates in recurring execution reviews to validate spend plan deviation, identify unfunded requirements (UFR), and ensure resources are used in the most effective and efficient manner to support the command’s priorities. Oversees the planning and directs the conduct of detailed analyses and presentation related to financial management policy and legal reviews, Service Support Agreements (SSAs), and other instruments of organizational understanding. Researches, interprets, analyzes, and applies decisions issued by the Congress, OMB, OSD, and Chairman of the Joint Chiefs of Staff (CJCS), with particular emphasis on the DoD FMR. Coordinates plans, and schedules with supported resource managers, as appropriate. Identifies need for changes in priorities and acts to implement such changes. Interprets fiscal policy and advises HQ joint directorates on potential problem areas and provides advice, assistance, and recommendations. Ensures management are continually apprised of funding status, including all statutory and administrative subdivision of funds. This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) reviewing spend plans to ensure resources are used effectively; 2) planning detailed analyses or presentations on financial management policies or legal reviews; 3) interpreting financial guidance and policies to advise leadership within the agency; 4) leading a team in a diverse range of functions such as financial policies or financial analysis. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment. Direct Deposit of Pay is required. Must be able to obtain and maintain a TOP SECRET security clearance. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest.
