Summary About the Position: The Supervisory Business Management Specialist reports to the Chief of Staff, overseeing the integration of programs affecting the District. Coordinate, lead, and manage assigned initiatives, applying technical and managerial expertise to analyze situations, identify issues, and determine actions. Assess the impact of decisions on schedule, costs, risks, and necessary trade-offs while guiding specialists in addressing technical and functional challenges. Responsibilities Integrates and leads programs impacting the District, ensuring effective coordination and execution. Analyzes situations and selects courses of action for technical and functional specialists to pursue. Communicates effectively with personnel at all levels, presenting strategies and recommendations. Manages program analysis, resource management, budgeting, and personnel functions for the District. Supervises employees, provides guidance, and evaluates performance while addressing personnel issues. Develops and implements administrative policies and evaluates program effectiveness. Oversees human resource initiatives, including staffing, training, and performance management. Manages the budget formulation and execution, recommending adjustments as necessary. Plans team operations, assigns work, and ensures projects meet deadlines and objectives. Leads continuous improvement efforts, integrating strategic planning and process optimization. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience to qualify at the GS-13 level: One year of specialized experience that includes: 1) Assigning tasks to subordinates based on priorities to meet work standards; 2) Setting goals to evaluate employee performance; 3) Providing guidance on work and administrative issues, including approving leave requests; 4) Interviewing candidates and recommending hiring, promotions, or reassignments; 5) Resolving employee complaints, advising on minor disciplinary matters, recommending actions for more serious issues, and referring critical cases to higher management; 6) Identifying training needs and arranging development opportunities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This is a(n) General Administration and Management Career Field 51 position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is NOT authorized, based on a determination that a PCS move is not in the Government interest. Relocation Incentive MAY be considered upon applicant's request and based on agency policy. A service agreement will be required IF incentive is authorized.
