Responsibilities Serve as the primary liaison with the HR service provider for “data analytics”, ensuring compliance with the negotiated Memorandum of Agreement (MOA) for the Agency. Provide leadership and applies expertise in managing and integrating Agency-wide programs covering HR information systems management. Plan, coordinate, and direct the work of the TF Business Operations Division. Develop methodology to continually identify and provide on-line access to HR management information to assess performance against goals and objectives, customer satisfaction levels, and performance metrics. Provide leadership and apply expertise to managing and integrating organization-wide programs covering the technical development of the workforce. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Business Operations Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Overseeing the implementation and management of critical personnel management programs and directing an HR program segment in order to perform complex administrative work. Managing and integrating programs covering HR systems management, technical training schedule and budget, HR management information and reporting and financial management. Developing and implementing meaningful metrics for HR operations and evaluating the effectiveness of personnel in meeting strategic goals and the desired outcomes. Assessing the performance of an external HR service provider in meeting goals and objectives for providing quality, timely products, and services. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
