SUPERVISORY BUSINESS OPERATIONS SPECIALIST

The primary purpose of this position is to serve as the Chief Club Operations Branch within the Air Force Clubs Division, and to perform technical work in support of the Air Force Club program. Responsibilities 1. Performs first-level supervisory and personnel management responsibilities, supervising five (5) Business Operations Specialist, GS-1101-12 (I GS and 4 equivalent). 2. Provides guidance, staff assistance and consulting services to Air Staff, MAJCOMs, and bases regarding club operations, policies, and training. 3. Develops and revises Air Force Instructions (AFls) and Air Force Manuals (AFMANs) pertaining to club operations and alcoholic beverages sale and use. 4. Drafts and recommends Air Force operating and financial standards for personnel, services, facilities, equipment and programs for Air Force clubs. 5. Coordinates the preparation of the annual club division appropriated fund and nonappropriated fund budgets and tracks obligations during the year. 6. Responsible for obtaining membership and dues rates information from each Air Force club and compiling this information into an Air Force summary report. 7. Compiles, edits, and writes material for printing in internal and external publications in various media and industry publications. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes management oversite in business operations policies, procedures, methods, and publicity techniques within one or more of the following areas: military recreation, base morale, welfare, and recreation business operations, food and beverage operations, and/or community wide event planning to evaluate strengths or weaknesses and develop/revise programs to meet goals and promote patronage. IDEAL CANDIDATE STATEMENT: Ideal Candidate Statement: Candidate must have broad experience overseeing NAF Food and Beverage operations or full-service industry restaurants, including, but not limited to, restaurant management and oversight, food production and procurement processes, and bar operations, customer service, marketing, human resources, accounting and management techniques. Must be able to perform financial and operational analysis and audits on installation F&B operations in order to identify deficiencies requiring management oversight and guidance. Needs a thorough knowledge and experience of Non-appropriated Fund (NAF) personnel management practices and principles to effectively lead and supervise teams to effectively develop and execute installation NAF F&B oversight, programming, analytics, system requirements, and other needs to facilitate their success in managing their operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of, and experience in, commercial or military club operations including, but not limited to bingo, food, beverage and entertainment operations including Dram Shop theory and alcohol policy, customer service, accounting and management techniques. 2. In-depth knowledge of current Air Force guidance, OMB and DoD directives and policies, systems and procedures for establishment and implementation of club policy. 3. Skill in applying quality assurance to club programs, processes and staff administration. 4 Ability to develop and recommend novel technical solutions or approaches to solve uncommon problems in club operations that are not covered in standard club policies and procedures. 5. Ability to conceptualize beyond current program limits, communicate ideas, prepare analyses and reports, generate confidence and respect in technical judgment and advice, garner support, and develop solutions to problems. 6 Ability to communicate effectively both orally and legibly in writing. 7 Ability to work independently with little need for supervision and ability to follow projects through to completion on own initiative. 8. Knowledge of Quality Air Force principles and skill in applying the basic concepts to division mission. 9 Knowledge of Air Force organizations, structures, administration, and operational framework and relationships to other military services, DoD and other federal agencies. 10 Experience and knowledge in APF and NAF personnel management practices and principles to effectively supervise branch personnel. 11. Ability to supervise subordinate staff; ability to motivate, train and work effectively with other employees who have a variety or backgrounds and training. 12 Ability to coordinate and integrate the work activities of several organizational segments or several different projects. 13 Ability to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
