SUPERVISORY CARGO SCHEDULER
Summary The primary purpose of this position is to serve as a first level supervisor providing planning, directing, organizing and exercising control over non-supervisory personnel assigned to the Load Planning Section. Responsible for proper preplanning, control and selection of cargo for timely movement through the aerial port to a variety of stateside/overseas destinations. Responsibilities Plans, organizes, and directs the activities of an assigned shift in the Load Planning Section of the Air Terminal Operations Flight, ensuring that work accomplished on the shift complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Load Planning Section with a variety of installation and functional area organizations. Selects specific cargo/mail to be airlifted for scheduled aircraft in consideration of such factors as type and configuration of aircraft, priorities of available cargo/mail, allowable cabin load, date cargo/mail received for shipment, status of cargo, routing of aircraft, sequence on loading/offloading. Selects, manifests, and validates hazardous cargo for movement on military/commercial aircraft. Monitors the movements of high priority cargo (Green Sheet, 999, Project Code, Sensitive Cargo, Refrigerated, Life or Death, Forward Supply System (FSS), Mission Impaired Capability Awaiting Part (MICAP), explosives, weapons, ammunition, firearms, etc,) Reviews daily flying schedules for forecasted missions with special interest on routings and capability forecast worksheets depicting space blocks of high priority cargo/passengers. Performs cargo inventories. Prepares and distributes Load Plan, Air Force (AF) Form 4080, to various work centers to facilitate pulling of pre-built pallets of cargo or directs work centers to build pallets of loose, oversized and special handling cargo. Performs various support duties involving load planning, inspection activities, and reports. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions for Cargo Scheduling Series, 2144. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes experience that involved scheduling the movement of cargo into or through one or more freight terminals in the appropriate amounts in order to balance the flow with the terminals' capacity to accommodate the freight and the carriers' capacity to transport the cargo; knowledge of DoD and Air Mobility Command transportation instructions, manuals and regulations, as well as applicable aircraft T.O. 'sand related aircraft load characteristics; knowledge and technical expertise in military and commercial transportation; knowledge of hazardous and/ or explosive movement procedures and compatibility; knowledge of skill in planning and executing overall safe air cargo loading to include knowledge of arithmetic and weight and balance procedures; knowledge of and ability to operate a computerized system such as Global Air Transportation Execution System (GATES), Automated Air Load Planning System (AALPS), Computer Aided Load Manifesting (CALM), application software and other similar systems; knowledge of safety and security regulations, practices, and procedures. OR EDUCATION: Two full years of graduate education or a master's degree meets the requirements for GS-2144-09, with a major study in transportation or traffic management, economics, business administration, accounting, finance, statistics, or related fields. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD and Air Mobility Command transportation instructions, manuals and regulations, as well as applicable aircraft T.O. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization to include determining resources required to accomplish the mission. Ability to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
