Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command, Fort Eisenhower, Georgia. This is a permenant and critical acquisition position. Responsibilities Provides oversight and management advisory services during all phases of administrative contract requirements. Conceptualizes, initiates and advises management on the required services and supplies needed throughout the command. Conducts analysis to include contracting requirements, production, modification and disposal of systems, supplies and services necessary to reach projected goals and meet mission requirements. Provides program management and oversight responsibility for Federal/DOD Contracting functions, the IMPAC Purchase Card and VISA Convenience Checks Programs for all ARCYBER subordinate units. Investigates adverse reports, allegations of improper purchasing or violations of ethics, and assists managers, operating officials, project managers, and other Tenant activities with corrective actions. Plans work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Conducting phases of contract administration processes that include market research, cost and price analysis, solicitation, and selection sources, while providing advisory pertaining to the preparation, negotiation, and award of contracts Assisting in development of acquisition packages; providing technical advice on acquisition matters; providing guidance to technical personnel as early as possible in the acquisition cycle Reviewing the preparation or editing of documents to ensure accuracy and adequacy and compliance with acquisition policies and regulations Program management and oversight responsibility for Federal/DOD Contracting functions, the IMPAC Purchase Card and VISA Convenience Checks Programs Per Office of Personnel Management qualification standards for the GS-1102 series, candidates for this position must possess a bachelor's degree conferred or approved by an accredited U.S. college or university based on a 4- year course of study AND must have completed at least 24 semester hours of coursework in certain business-related fields. The 24 hours may be included in, or in addition to, coursework taken to complete the degree program. Education This position has an education requirement, so transcripts must be submitted. Direct Deposit of Pay is required. Must be able to obtain and maintain a Top Secret security clearance.
