Supervisory Contract Specialist

Responsibilities Responsible for planning, organizing, coordinating, directing and integrating the work of Acquisition Specialists responsible for a wide range of contract management programs within the Pathways to Career Excellence (PaCE) Program. Manage studies and special projects associated with Supplier Operations plans, goals and initiatives. Provide recommendations that form a basis for developing and implementing contract and logistics management initiatives. Utilize regulations, legislation, methods and techniques used in contracting combined with business and industry practices, sources of supply, and cost factors. Ensure legal, technical and administrative adequacy of contracting actions, as well as compliance with applicable regulations, policies and directives. May serve as a Warranted Contracting Officer. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Contract Specialist your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-11 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Experience with federal contract methods and contract types which requires specialized knowledge of federal acquisition policy, procedures, techniques, and evaluation methods as a Warranted Contracting Officer. Use negotiation techniques to meet and deal with representatives of private sector and with government experts or managers in order to procure assigned products. Communicate through written communications and discussions with vendors/customers. Use a variety of cost and pricing techniques in order to procure items timely, efficiently and within fiscal restraints. Provide oversight or review of a procurement training program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information Position requires DoD Acquisition Contracting (C), Professional (Foundational) certification within required timeframes.
