SUPERVISORY CONTRACT SPECIALIST
Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTS DEPARTMENT (CODE 400) of SOUTHEAST REG MAINTENANCE CTR SERMC. Responsibilities You will provide contracting policy and guidance to subordinate professionals. You will provide administrative and technical supervision to Contract Specialists, Procurement Analyst and Contract Document Specialist. You will take the lead in developing contract strategy considering the availability of funds, extent of competition, urgency and production lead time. You will review specification and work packages to ensure clarity, adequacy and completeness. You will advise planning when deficiencies are noted. You will analyze contractor cost proposals. You will prepare and/or review technical advisory reports (TARS) and audit advisory reports (AARS). You will develop pre-negotiation position. You will monitor contractual and technical performance over the life of the contract. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, to qualify for the SUPERVISORY CONTRACT SPECIALIST-GS-1102-13, your resume must also demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with a wide variety of contracting methods and contract types sufficient to perform pre-award and contract price/cost analysis functions such as learning curve analysis and cost estimating relationship. Experience with and comprehensive knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), Naval Sea Command (NAVSEA) Contracts Handbook, the Joint Fleet Maintenance Manual (JFMM), contract law and legal precedents. Experience with negotiation techniques to conduct negotiations and to meet and deal with high level business, industry, scientific and/or government officials. Experience with oral and written communication methods needed to prepare contracting officer final decisions, business clearances, negotiation memorandum to justify necessary contract actions, technical analysis reports, letters of concern to contractors and contract modifications.
