Supervisory Contract Specialist
Summary About the Position: Incumbent will serve as a Supervisory Section Chief and Contracting Officer within the Contracting Division of the Mobile District and perform contracting officer/contracts specialist duties in that same function, accomplishing both pre-award and post-award contracting functions to support Mobile District's mission when accomplished through contracts. Responsibilities Serve as Contracting Officer on significant (complex or special interest) contracts Prepare recommendations for sustainment or denial of mistakes in bids, protests, justifications, and approvals along with their related determinations and findings at higher agency level. Serve as the principal procurement official and primary contracting officer vested with a limited monetary authority to contract for supplies, service (to include architect-engineer), construction, utilities, and agreements. Determines milestones and sources to be solicited. Supports the Source Selection Authority (SSA) for virtually all contracts awarded on a competitive negotiated basis under assigned purview. Provide supervision, leadership, and direction, to a team of contract specialists in their performance of pre-award, post-award, contract termination and contract close-out functions covering various types of contracts. Exercise full breadth of authority through participation in acquisition planning, contract formation, partnering, administration, resolution of disputes, and claims by means of issuing COD and subsequent contract modifications Requirements Conditions of Employment Qualifications This position is telework eligible: The Mobile District's current telework policy allows regular and recurring telework up to three days per week (up to four days per week with Division Chief approval), subject to supervisor approval and any relevant limitations established by District leadership. Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes (1) Soliciting, evaluating, negotiating, awarding and closing contracts; (2) Administering contracts by assuring compliance with the terms and conditions; (3) Terminating contracts by analyzing, negotiating, and settling claims; (4) Analyzing and evaluating cost/price proposals; (5) Planning, establishing, or reviewing contracts, policies, or procedures; (6) Administering policies and procedures to insure achievement of agency mission; (7) Developing acquisition strategies and/or acquisition plans and directing or managing procurements; and/or (8) providing functional advisory services with regards to the contracting occupation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
