SUPERVISORY CONTRACT SPECIALIST
Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the Policy and Support (Code 4X2) within the Contracts Department (Code 400), of MID ATLANTIC REGIONAL MAINTENANCE CTR. Responsibilities You will be responsible of all the various contractual functions performed by the division, including, proposal analysis and scoping, cost and price analysis, claims avoidance and settlement assistance, and contract close out. You will assist the Contracts Department Director in technical aspects of the organization, budget, and public relations relating to contractual matters of the Contracts Department. You will evaluate and analyze information provided by others and from personal assessment and determine and make recommendations regarding direction and speed of the organization. You will implement the Equal Employment Opportunity Program and more specifically, its related affirmative action plan. You will assist in determining the department staffing requirements and assigning personnel as necessary to perform work efficiently and effectively. You will be responsible of government actions which establish the Contracting Officer’s Final Decision (COFD), for Contractor Claims, Disputes and Requests for Equitable Adjustments (REAs) at all levels. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, organizing, conducting, and administering all aspects of the Contracts Resource and Policy and Claims Avoidance and Cost Analysis programs. Experience negotiating complex and controversial contracts issues and persuading and influencing senior level and higher-level management in the administration of Contracts Resource and Policy and Claims Avoidance and Cost Analysis functions. Experience composing complex, problem-resolving oriented correspondence, and developing presentations, reports and briefings. Experience presenting data, determining feasible and best alternatives and making viable recommendations regarding the command Contracts Resource and Policy and Claims Avoidance and Cost Analysis programs. Experience communicating with and work with all levels of management throughout various Naval and DOD establishments.
