Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory Contract Specialist, Position Description Number T0045000 and is part of the US Property and Fiscal Office (USPFO) Purchasing and Contracting Division of the Vermont Army National Guard. **This open-continuous announcement has cut-off dates for referral. The final cut-off date is 30 NOV 2024** Responsibilities The primary purpose of this position is to serve as Chief of the Contracting Office (CoCO) for the ARNG and ANG, providing professional acquisition and business advisor services. Directly reports to the United States Property and Fiscal Officer. Leadership and Supervision. Exercises direct supervisory and personnel management responsibilities. Provides supervisory responsibility for subordinate acquisition workforce personnel. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects, as assigned, or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Recommends awards when appropriate and reviews within-grade increases when eligible and follows up on the status when required. Listens to and resolves employee complaints at the lowest level and refers unresolved complaints to higher level management. Initiates action to correct geographically separated and diverse (TS, AGR, DSG/MDAY, Technician) performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Leave request approval authority; assures adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees. Coordinates on personnel actions for vacancies; develops interview criteria; participates in initial screening and interviews of applicants for all contracting positions within the State. Ensures all contracting Officers must be rated by the Contracting Chain of Command IAW DoDI 5000.66. Request hiring incentives as needed for mission accomplishment. Supports the Whistleblower Protection Program by responding constructively to employees who make protected disclosures under 5 U.S.C. 2302(b)(8); taking responsible and appropriate actions to resolve any such disclosures; and creating an environment in which employees feel comfortable making such disclosures. Plans and Directs Operations. Provides senior level operational contracting support advice and assistance. Plans, requests and negotiates the acquisition of all necessary resources to support the Contracting Office and prepares input for annual budgets. Anticipates resource requirements and/or changes in organization or functional assignments necessary to accommodate projected workloads and organizes or reorganizes the office to meet those needs. Develops detailed research, analysis, interpretation, and application of contracting support ensuring all requirements of law (statute and case law), executive orders, regulations, and all other applicable procedures, including clearances and approvals, have been met. Manages, leads, performs and directs all compliance, e-business, and integration actions for effective cradle-to-grave, pre-award and post-award contracting functions to include, market research, acquisition planning, synopsis, solicitation, evaluation, costs/price analysis using or developing formal analysis tools such as regression analysis, negotiation, select contract type, contract formation, contract administration, payments and financing, intellectual property, government furnished property, fraud and ethical considerations, changes, disputes and claims, Government Accountability Office (GAO) protests, Agency protests, inspection, acceptance, warranty, Small Business Administration socioeconomic requirements, Department of Labor requirements (e.g., payroll audits, on-site labor category compliance), environmental agencies, and complex terms and conditions. **REFER TO THE POSITION DESCRIPTION FOR FULL LIST OF DUTIES/RESPONSIBILITIES** Requirements Conditions of Employment Qualifications OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: United States citizens. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. MANDATORY POSITIVE EDUCATION: - Minimum education requirement a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees. Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 or Title 32 Excepted Service Contracting Program, Occupational Series GS-1102, as of the effective date of this qualification standard. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GENERAL EXPERIENCE: - Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management. SPECIALIZED EXPERIENCE GS-13: Must have one year of specialized contracting experience at the GS-12 level that required a working knowledge of a wide variety of contracting methods and contract types sufficient to perform pre-award/post-award and/or contract price/cost analysis. Must have experience performing acquisition planning; contract price and cost analysis/cost accounting techniques, comprehensive negotiation techniques and a working knowledge of statutes and regulations as they apply to procurement functions. Must have Level 1, DAWIA Foundational Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a Contracting Officer Review Board (CORB) and obtaining a contracting warrant. Certifications Issued by Federal (non-DoD) Organizations - On 16 October 2023, The Principal Director, Defense Pricing and Contracting and the Office of Federal Procurement Policy signed a Memorandum of Understanding to recognize parity and reciprocity between the Defense Acquisition Workforce Improvement Act (DAWIA) and the Federal Acquisition Institute's Federal Acquisition Certification in Contracting (FAC-C) (Professional). Personnel with FAC-C should provide a copy of their certification when applying for positions. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
