Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is for the U.S Army Engineering District, Galveston Engineering and Construction Division, Construction Branch, Nothern Area Office, Hydrographic Survey Section in Galveston, Texas. Responsibilities Serve as Project Manager for the survey functions of the Galveston District Navigation, harbor improvement and coastal protection projects. You will assure the quality and accuracy of production of all mapping of hydrographic surveys, condition surveys, and pre and post-dredge surveys within the District. Support Area Office contract administration and quality assurance requirements for dredging and other contracts. You will be required to review Statements of Work (SOW) for surveying and mapping requirements for major flood control, navigation, harbor, coastal protection, ecosystem restoration and multi purpose projects. You will also supervise survey data conversions and have the responsibility for storing and archiving all hydrographic survey data. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Selecting the best contract delivery of construction contracts for multi-purpose projects within the civil works geographical area. AND 2) Collecting and Processing survey data for use in creating and incorporating into existing maps and engineering drawings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. One year Supervisory probationary period may be required.
