In this position you will serve as a full time Supervisory Equal Employment Opportunity Specialist responsible for AFMC MD-715's model EEO program, to work at the 412 Test Wing, Wing Staff Agency, EEO Office (412 TW/EO) at Edwards Air Force Base. Analyzes, develops, and evaluates plans, goals, and objectives for EEO program (Anti-Harassment, Equal Opportunity Complaints Program, Disability Program Management and Affirmative Employment Programs) for strategic planning and long-range implementation of installation-wide programs, ensuring compliance with legal and regulatory guidance, and that installation needs are met. Leads the AEPM in managing the installation Barrier Analysis Working Group, chaired by Wing leadership Implements a robust EEO program across the installation. Effectively communicates the policies to all assigned employees/managers and applicable tenants (civilian and military). In order to qualify, you must meet the specialized experience described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management positions located here, SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband level NH-03, equivalent to the next lower grade of GS-13 or equivalent in the Federal Service. Specialized experience is described as: Performance Management, Program Planning, Review and Evaluation, Program Outreach, Policy Development, Good communication skills, both written and verbal. Knowledge, Skills and Abilities 1.Knowledge of DoD/Air Force/MAJCOM/federal law/executive orders and local directives pertaining to AEP programs to be able to advise the base commander and senior managers in the accomplishment and/or resolution of the most complex concerns of Affirmative Action and Special Emphasis. 2. Knowledge of a wide range of concepts, principles, methods and techniques of fact-finding, analysis, and resolution of complex problems and the development of concrete action plans to solve equal opportunity demographic problems and make technical recommendations for resolution. 3. Skill in fact-finding and analysis of a variety of facts and opinions concerning controversial complex EO issues by determining meaning, relevancy, and significance of a large body of complex and interrelated pieces of information from many sources, weighing evidence, identifying problems, making conclusions and recommendations, and reporting and presenting findings. 4. Ability to establish effective working relationships with managers, supervisors, specialists, employees, and military members and persons outside of the agency such as equal opportunity specialists and community organization representatives. 5. Ability to communicate effectively both orally and in writing when preparing written documentation and presenting professional oral presentations. Uses tact and diplomacy in an effective manner. Education Basic Requirement for 0260 Degree: No formal educational requirements required at the GS-12 and above.
