Summary About the Position: Serves as Chief, Risk Management Division of the Defense ammunition Center's USATCES Directorate. Provides Department of the Army (DA) level management and guidance on technically complex, high-risk explosives safety fields such as: protective construction design and mitigation; quantity distance scientific testing; operational risk assessments; environmental compliance for explosives operations; chemical agent, and systems safety. Responsibilities Manages the DA protective construction program to protect personnel and property to mitigate the risks associated with explosives hazards in industrial and operational settings. Analyzes and evaluates ammunition and explosives safety mishaps world-wide to ensure appropriate and timely mitigation and to identify trends, systematic causes and countermeasures. Provides technical expertise and guidance to develop explosives safety guidelines for systems safety to include industrial equipment. Develops, interprets, and publishes Army explosives safety quantity distance standards based on DDESB standards, testing, and engineering analysis results. Manages site planning and risk management for conventional and chemical agent safety programs. Specialized Experience: One year of specialized experience which includes ensuring compliance with explosives safety policy and regulations; identifying local and systemic problem areas and providing recommendations for corrective actions; reviewing team audit findings and writes/edits the final report of the team; monitoring, tracking and reporting on safety program obligations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13) You will be evaluated on the basis of your level of competency in the following areas: Explosives Safety Management Program Managing Human Resources Quality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
