Summary About the Position: This position is with the U.S. Army Engineer Research and Development Center (ERDC), Directorate of Public Works. Responsibilities Serves as Facility Operations Specialist for the Directorate of Public Works. Performs duties of the Acting Directorate of Public Works Chief as required. Leads a disciplined and diverse team to carry out assigned tasks. Coordinates with Facility staff across multiple geographical sites. Generates drafts of comprehensive annual budgets. Manages contracts and procurement for Public Works across the organization. Specialized Experience: One year of specialized experience which includes: Managing programs to include planning maintenance activities and developing preventative maintenance programs; Overseeing contracts, applications, and project operations to ensure compliance with technical requirements; Generating estimates for materials and labor costs for a variety of projects; and Performing quality assurance inspections and serving as the Billing Official over multiple programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Facilities Operations and Maintenance Financial Management Leadership Partnering Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All qualification requirements, including time after competitive appointment, must be met within 30 days of the closing date of this announcement. This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-04 (equivalent to GS-13/14). In accordance with the Federal Register Vol. 63, No. 57, dated March 25, 1998, an employee of the Laboratory Demonstration project must have a current average performance score of 2.5 or above in order to be selected for promotion. All applicants currently employed under a Laboratory Demonstration Project must include their most recent performance appraisal score as part of their electronic resume. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
