SUPERVISORY FINANCIAL MANAGEMENT ANALYST

Summary You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the BUDGET, DIVISION of COMMANDER US FLEET FORCES COMMAND. Responsibilities You will coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will provide interpretive and analytical advice on financial transactions and program executions. You will promulgate approved financial management policies within the organization based on Department of the Navy policy and develops and issues implementing procedures. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the 14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: -Experience directing and/or performing continuing program execution, review, analysis and appraisal of the major operating and support programs within the organization; - Experience implementing new substantive programs that are complicated by lack of data upon which to base budget, financial planning, and execute strategies in support of organization's mission; - Experience preparing briefs for senior management on program execution and provide recommendations to correct program variances or problem areas; - Experience developing proposals concerning alternative methods, sources, and timing of financing for substantive programs; - Experience directing and/or performing budgetary operations to include formulation, preparation, presentation, and defense of various budget requests for multiple appropriations; - Experience conducting oversight of direct and reimbursable civilian personnel end strength and full time equivalents, baseline, and supplemental/contingency budget processes by providing independent analysis, advise, and recommendations for all areas of budget formulation to facilitate the effective, efficient, and timely application of financial resources to achieve the mission of the organization; - Experience resolving issues in work environments that continually change program objectives and program requirements resulting from new legislation.
