Summary About the Position: This position supports the mission of the Financial Operations, J-8, and it is located in Fort Sam Houston, Texas. Recruitment or relocation incentives may be authorized for highly qualified candidates. Salary negotiation may be available for those candidates who are new to Federal service. Responsibilities Direct Accounts Payable or Contract Management accounting activities through more than 10 Staff Accountants and Financial Analysts. Make changes in work assignments and workflow and balances workload among positions to increase effectiveness of operations supervised. Evaluate the effectiveness of operation supervised in terms of mission accomplishment, quality and quantity of standards met, procedural policy and regulatory compliance, and technical competence. Direct Accounts Payable or Contract Management accounting team for activities of the DCFM, serving as a lead Accounts Payable to the DCFM staff and to the installations and activities under jurisdiction of this headquarters. Provide interpretations of statutory, regulatory, or policy changes of higher accounting authorities to subordinate elements, of the DCFM staff. Serve as a special assistant to the Chief of Accounting to provide technical expertise and assistance on matters regarding CFO Act. Serve as primary point-of-contact and technical expert for projects assigned. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) assigning work to subordinate employees based on priorities, 2) providing advice on Vendor pay processes and policies, AND 3) analyzing financial management systems such as General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Accounting Operations Decision Support Financial Management Analysis Financial Management Systems Human Capital Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. You may claim military spouse preference (MSP).
