Summary This vacancy is for a GS-0501-11, Supervisory Financial Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, BASE CAPE COD MORALE WELL-BEING and RECREATION DIVISION. Duty location will be determined upon selection. Responsibilities You will serve as a/an Supervisory Financial Management Specialist and be responsible for the Morale Welfare and Recreation (MWR) policies and programs, services. The primary purpose of this position is to optimize the department's services utilizing standard business practices, cost reduction and efficiency improvement programs, and strategic operating budgets. Incumbent has management responsibility for financial, administrative and management analyses, program guidance, resource management, and vulnerability assessment. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reconciling all balance sheet accounts, finding deficiencies and taking corrective action prior to closing out an accounting period. Monitoring the use and rate of expenditure of budgeted funds through continuing dialogue with management and administrative staff, review of documentation, examination of records, and reviewing various financial systems. Auditing in collaboration with a commercial auditing firm for annual audit process. Conducting research, identifies, and analyzes trends in the use of funds, and recommends adjustments in program spending that require the rescheduling of program workloads. Preparing a variety of financial reports covering the status of funds, expenses and obligations, as required. Executing program oversight of the department's procurement, contract administration, property and inventory management, cash handling, forms control, reports management, storage internal controls, and fixed asset controls. Qualifications To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: 1. Applying budgetary and accounting systems regulations, practices, and procedures to effectively utilize APF & NAF funds; 2. Reconciling balances sheets accounts, providing analytical review of financial reports, records and data; 3. Identifying areas and types of corrective action needed, corrects records or advises the appropriate customer contact of action that may need to be taken; 4. Monitoring property accountability of program equipment and inventory & providing guidance on NAF retail inventory controls; 5. Compiling and acting as a first level of review for financial account data and reports for audit process; 6. Utilizing financial software and systems to monitor budget execution; 7. Coordinating the data to provide a solid status of financial commitments, obligations and expenditures. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position or LL.M, if related (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) All academic degrees and coursework must be from accredited or pre-accredited institutions. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
