Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Financial Specialist. Duty Location: Sacramento, California Responsibilities - Serves as the principal advisor to the Regional Financial Manager on the financial management aspects of these laws and their effects on the pricing of water and other services to the Region's projects and water and power contractors. - Represents the Region in disseminating information on cost allocations and new studies to water, power, and environmental stakeholders. - Cost Allocation. Conducts annual allocation of capital and operations and maintenance (O&M) costs to multi-purpose and single project functions, which serves as the official basis for project accounting and for contractors' repayment obligations. Reviews special and recurring problems involving interpretation of laws, policies, and regulations governing these allocations and provides guidance for solving problems and/or recommending appropriate action. - Financial Reporting. Prepares Statements of Project Construction Cost and Repayment (SPCCRs) annually for each Regional project to provide the current financial status of individual projects. Completes annual contractor accountings and prepares annual Net Results of Operations for each project water and power contractor, which constitute the government's official financial record of water contractor repayment status. - Reimbursable Determinations. Determines reimbursable of project activities. Exercises primary responsibility for ensuring documents are properly identified for set up in the accounting system, as well as ensuring the appropriate repayment/non-repayment status. - Economic Studies. Conducts cost benefit analyses, evaluates financial impacts of environmental activities, and completes other repayment and special analyses. - Contracts and Agreements. Develops, interprets, and applies financial provisions of contracts and a wide range of agreements. - Special Projects. Conducts special projects, studies, and analyses associated with a wide range of financial issues and project repayment in general, including comprehensive retroactive adjustments to repayment obligations as a result of new legislation or court decisions; preparing special reports to Congress; developing standard operating procedures (SOPs) and/or Regional business practice guidelines governing cost reimbursable, use of contributed funds, allocation of capital and O&M costs, or integrating budget, accounting, and rate setting processes; and analyzing trends in ability to pay relief. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. You must be suitable for federal employment, determined by a background investigation. You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position. You will be required to complete a Financial Disclosure Form. Qualifications In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated specialized experience but not limited to: Analyzing and recommending alternative methods of financial management, ensuring legal and regulatory budget controls, and advising on effective and efficient use of funds to support an organization's programs and administrative operations. Experience establishing performance measurement targets for core services, key long- and short-term projects for supporting regional priorities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/31/2024. Education This position does not allow substituting education for experience. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period. You may be required to serve an initial supervisory probation period.
