SUPERVISORY GEOGRAPHIC INFORMATION SYSTEMS PROFESSIONAL
Summary You will serve as a SUPERVISORY GEOGRAPHIC INFORMATION SYSTEMS PROFESSIONAL in the Public Works Directorate of NAVFAC SOUTHWEST. Responsibilities You will perform program oversight of Geographic Information Systems (GIS) staffing, recruiting and execution metrics within the Southwest Georeadiness Center (GRC) and Public Works Departments (PWDs). You will have routine interaction with other Commands, Facility Engineering Commands (FECs), clients and or organizations in order to represent the Command in GIS policy and technical expertise. You will develop, implement, evaluate, and improve processes while interfacing with Product Line Coordinators at SW and other FEC Components in order to monitor the effectiveness, efficiency and productivity of the organization. You will develop, manage and execute resource and financial allocation for the product line’s Georeadiness program; and the ability to forecast and develop workload, workforce shaping and acquisition strategy to support product and service delivery. You will assist the PM Product Line Coordinator in developing community management plans for training, mentoring, obtaining/maintaining professional credentials; and tracking gap analysis to gain or maintain appropriate GIS technical competencies. You will resolve program problems or conflicts including the coordination of multiple professionals, technical disciplines and or Business / Support Lines to help achieve results most important to the organization, Command and the government. You will assign work and administer personnel actions to assure work is received by customers on time, within cost constraints, and to the client’s satisfaction. You will guide, motivate and coordinate GIS work execution, including techniques in group facilitation and group dynamics to meet requirements where work may be guided by both client and program directives. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing geographic information systems (GIS) products and services and serving as the focal point for GIS execution utilizing several types of automation, including geographic information systems (GIS) and global positioning systems (GPS) within NAVFAC Southwest and Commander Navy Region Southwest (CNRSW) in support of its many customers; 2) Supervising personnel, assigning work, assigning performance ratings, and assuring timely GIS project execution; 3) Developing long-range work plan for the branch, staffing requirements and program funding for training, equipment and other support costs; 4) Managing supporting staff within public works PW4 and coordination/collaboration with other directorates and support lines, Navy Region Southwest, supported commands, and NAVFAC Headquarters; and 5) Utilizing internet Navy Facilities Asset Data Store (iNFADS) and Maximo navigation, queries and methods for data reconciliation between GIS, iNFADS and Maximo.
