Supervisory Health Insurance Specialist
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Financial Services Group (FSG), Division of Medicare Secondary Payer Operations (DMPO). As a Supervisory Health Insurance Specialist, GS-0107-15, you serve as the Director of DMPO with overall responsibility for planning and coordinating the functions related to Medicare and payers that are primary or secondary to Medicare. Responsibilities Oversee the national Medicare Secondary Payer and crossover claim operational policies and procedures. Provide management and oversight of the development and maintenance of information technology program systems related to national MSP data and debt collection activities. Ensure that the Division’s work supports CMS’ and HHS’ strategic plans, mission, vision and values. Negotiate schedule, cost, and deliverables with project teams, functional activity groups, and business partners within and outside of the Agency. Direct a staff responsible for employing a variety of techniques to provide comprehensive, balanced information and analysis on all sides of emerging or precedent setting Medicare issues. In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Responsibility for planning and coordinating the functions related to developing, analyzing, interpreting, and evaluating coordination of benefit activity between Medicare and payers that are primary or secondary to Medicare. and 2) Developing national Medicare Secondary Payer (MSP) and crossover claim operational policies and procedures for coordinating Medicare benefits with primary and secondary health insurance benefits; and 3) Providing technical expertise in advising CMS leadership on the Medicare Secondary Payer (MSP) Coordination of Benefits (COB), post-payment recovery activities related to group health plan (GHP) and non-GHP MSP claims and debts, including national Workers' Compensation Medicare Set-Aside Arrangement (WCMSA) review process.. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Supervisory positions must report a minimum 2 times per week and non-Supervisory positions must report a minimum of 2 times per pay period.
