Summary The primary purpose of this position is to serve as the principle Executive Assistant to the Chief Medical Officer. The position will provide support to health care management officials by analyzing, evaluating, and advising on and/or coordinating health care delivery systems and operations. The incumbent provides full and complete support to VISN 10 Executive Leadership Team (ELT) members and serves as an advisor on matters related to both internal and external operations. Responsibilities Major Duties: Program Oversight 40% Assists with special complex assignments often of a highly sensitive and confidential nature and interacts with Medical Center management, VA Central Office officials, senior leaders, government agency officials, and others Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives Evaluates facility and VISN programs against short- and long-range objectives Spearheads administrative work in one or more of the following areas: personnel management/administration Clinical operations, budgeting and financial management, Quality, Safety and Value (QSV), procurement and contracting, property management, security, emergency management, safety, industrial hygiene, health technology management, strategic planning, privacy, compliance and business integrity and supply chain management Implements management and/or program support work such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee related work Analyzes and/or research problems, issues, or program requirements Employs a fully developed, comprehensive patient administrative management program that provides services and technical counsel to VISN 10 staff VISN Healthcare Systems Operations Leadership 35 % Provides input to and makes decisions that have major impacts on Medical Center, Network and/or National matters. Evaluates, processes, or makes recommendations for effective organizational changes Serves as team leader for VISN studies or projects with significant organizational changes Plans and/or accomplishes special projects. Acts as an expert on special projects, advising top management on major office issues Reviews and analyzes the data gathered and maintained in the VISN Data Warehouse Prepares necessary management data reports used to track VISN/VAMC performance and goal attainment Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees, and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and/or oral form, which are well-organized, supportable, and clearly expressed Analyzes the necessary human resources, equipment, and space to effectively support the mission of individual organizations Plans and/or accomplishes special projects Prepares necessary management data reports used to track VISN?VAMC performance and goal attainment Integrates activities of service lines into the overall programs and takes actions as necessary to make the office a positive contributor to accomplishment of the mission Supervision 25% The incumbent has full supervisory authority and responsibility for planning, directing, administering, coordinating, and implementing a comprehensive program Plans, organizes, directs, coordinates, reviews, and evaluates the work of subordinates Plans work to be accomplished and establishes priorities and schedules; assigns work to the staff Develops performance standards and evaluates employees' performance Initiates personnel actions to fill vacancies, and to promote, reassign, or recognize outstanding performance of the team Provides instructions, advice and counsel to employees on both work and administrative matters Identifies training needs and directs or provides for training Makes organizational work changes to improve workflow and services rendered Performs other duties as assigned Work Schedule: Monday through Friday, 7:30 a.m.- 4:00 p.m. Remote: The selected candidate is required to work within a reasonable commuting distance from one of the VISN 10 medical facilities located in Ohio, Indiana, or Michigan. You may qualify based on your experience as described below: Individual Occupational Requirements for the Health System Specialist 1. Undergraduate and Graduate Education. Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration OR, 2. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND, Specialized Experience: Requirements for Health System Specialist GS-14: Applicants must have at least (1) one full year of specialized experience equivalent to at least the next lower grade level (GS-13) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but not limited to: Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness Knowledge and experience with a range of administrative laws, policies, regulations, and precedents applicable to the clinical operations of the network Knowledge and experience with government-wide and agency personnel management requirements, policies, and systems Knowledge and experience of all aspects of the Network's operation and the VA systems Knowledge and experience with computer programs (i.e. Microsoft Word, Excel, PowerPoint, claims processing systems, and access database) Lead executive meetings (i.e. VISN Healthcare Delivery Committee) Knowledge, skills, and ability to plan, organize, and direct team study work Knowledge and experience of regulations, directives, and policies that govern Credentialing and Privileging, system redesign, quality management, clinical/peer review, electronic wait list, clinic wait times, appeals and reconsiderations and other related clinical programs, policies, directives, and mandate Preferred experience: Experience in VISN/VACO level position Experience as project management Lead You will be rated on the following Competencies for this position: Planning and Evaluating Problem Solving Cost Estimation and Analysis Analytical Reasoning Decision Making Administration Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
