Supervisory Human Capital Specialist (Benefits Officer)

This position is part of the Agency Human Capital, Government Publishing Office in Washington, DC. Responsibilities As a Supervisory Human Capital Specialist (Benefits Officer), duties will consist of but not limited to the following: Manage and supervise employees in the areas of benefits, retirement, and workers compensation. Oversee the administration of various HR programs to include incentive awards, voluntary leave transfer and bank programs, Family Medical Leave Act (FMLA), work life programs, and new employee orientation. Serve as an advisor to the Chief Human Capital Officer, specifically on complex topics involving workers' compensation, retirement, and employee benefits. Provide guidance and insights on HR laws and regulations related to these areas. Plan and assign work for subordinate staff, setting priorities and managing workflow. Make decisions related to work problems faced by subordinates. Initiate and/or approve actions for benefits/retirements/workers compensation recruitment, including interviewing candidates and making selections for vacant positions. Evaluate and improve work methods and restructure positions to enhance efficiency within civilian benefits operations. Develop, maintain, and recommend metrics that track the effectiveness of civilian benefits and workers' compensation programs. Requirements Conditions of Employment Qualifications To qualify for the Supervisory Human Capital Specialist (Benefits Officer), PG-0201-14, you must meet the following requirements: Specialized Experience: Your resume must demonstrate one year of specialized experience equivalent to at least the PG-13 grade level in the federal service or equivalent experience in the private or public sector, which includes: Leading a team while overseeing all aspects of civilian retirement and benefits services, including Retirement and Work Life Programs, Thrift Savings Plan (TSP), and Workers' Compensation. Providing technical guidance on federal civilian benefits by reviewing, analyzing, and interpreting regulations, directives, and policies to effectively manage daily operations and ensure compliance. Organizing and conducting various benefits related training events, and/or briefings for agency employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Background Investigation: To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
