SUPERVISORY HUMAN RESOURCES SPECIALIST

Responsibilities You will as the Division Head with full responsibility for managing Staffing and Placement services for a particular set of client HR activities. You will ensure that implementation and integration of administrative and operational policy is uniformly applied, assuring consistency of decisions and consistency of application across client activities. You will provide advice and guidance to subordinate supervisors and activity managers on a variety of HR functional programs, including difficult staffing and placement issues. You will maintain high levels of work production in the division through continuous process improvement, review workload completion indicators and informal and formal training of subordinate staff. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with overall management of staffing and placement services for major activities and claimants supporting Department of Navy operations and ensuring current and future federal civilian workforce needs. Experience managing an HR division in planning, developing, and directing comprehensive human resources program in line with complex Federal technical/ regulatory guidance and processes to implement administrative and operational policy with consistency across the board. Experience providing expert advice and guidance to subordinate supervisors and activity managers on HR functional programs on most difficult staffing and placement issues, such as RIF, transfer of function, PPP qualifications, interpretation of OPM Standards, veterans programs, special hiring authorities, etc. Experience with maintaining high levels of HR work production with the continuity of accurate and effective human resources services. Experience providing complex advice and counsel to senior management officials on staffing/ placement, selection, classification, and workforce shaping via thorough analysis, research, and troubleshooting various HR issues towards resolution. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
