Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the CLASSIFICATION DEPARTMENT of FLEET HRO NORFOLK. Responsibilities You will be responsible for developing and administering the Classification Program. You will advise on position management policies including supervisory ratios, appropriate use of assistant and leader positions, fragmented organizational structures, job restructuring, and impact on position or employees. You will assist management with planning reorganizations such as consolidation or realignment of existing functions coordinates with and assists with implementing new structures and conducting wage surveys and studies. You will advise employees and managers on the position classification process, and uses of the various classification tools. You will perform supervisory duties. You will independently resolves difficult issues/problems requiring consideration of the human resource management program. Requirements Conditions of Employment Qualifications To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing position management and classification advisory service to customers relative to the classification of high-grade, General Schedule, Cyber Excepted Service, and Wage Grade positions. Experience providing customer advice and assistance regarding the classification appeals process. Experience assisting hiring officials in reorganization planning such as consolidations or realignments. Experience applying a variety of analytical techniques to independently resolve a wide range of complex classification matters. Experience providing technical and administrative directions to subordinates involved in delivering complex human resources management services. Experience performing quality assurance activities to ensure accuracy, completeness and compliance of classification products and programs. Experience advising senior leadership on federal laws, executive orders, and regulations relative to classification.
