SUPERVISORY HUMAN RESOURCES SPECIALIST (CLASSIFICATION)

The primary purpose of this position is: To serve as Chief, Classification Division. The position is located in National Guard Bureau, Directorate Manpower, and Personnel (J1), Technician Civilian Personnel Division (TCP), Position Management and Classification Branch (NGB-J1-PC), in Temple Army Readiness Center, Arlington, VA. Continued in Duties Section Responsibilities Summary Section Continued: The Position Management and Classification Branch is responsible for administration, management, policy development, training, and compliance of both the Army and Air National Guard Specific Position Management and Classification Programs with T32, and Title 5 Excepted Service knowledge. The program is executed through Human Resource Officers and their classifiers located in the 54 states and territories, under the direction and control of an Adjutant General. Additionally, the Position Management and Classification Branch is responsible to research, prepare and publish and when necessary, represent the NGB in nationwide standardized position descriptions and implementing instructions along with representing the NGB in classification proceedings with OPM and DoD. Duties: Plans and directs operations for the Position Management and Classification Branch (NGB-J1-TCPC). This includes the development of agency-wide projects and studies involving numerous Federal and state missions of Army National Guard (ARNG) and Air National Guard (ANG) organizations located throughout the 54 states, territories, and the District of Columbia. Develops, carries out and evaluates long-range plans and projects to accomplish position management and classification activities for T32 Dual Status Technicians and T5 excepted service in order to meet organizational and position needs of supported organizations throughout the National Guard. Plans work to be accomplished by subordinates, set priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate supervisors. Sets performance standards and appraises work of subordinates and other key positions; assures equity of standards and appraisals prepared by subordinate supervisors and serves as reviewing/approving official for nonsupervisory employees. Provides expert advice to senior leaders, management, operating HR offices and/or to other program evaluation staff members in the areas of program improvement. Applies an integrated approach to the monitoring, analyzing, and assessing of the full range of complex, diverse NGB HR management program issues. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management and organizational concepts, principles, practices and techniques in order to formulate goals, objectives, policy and programs that are responsive to the needs of the National Guard. In-depth knowledge of theories, principles, and practices of personnel management and position classification. In-depth knowledge of the Title 32 and Title 5 excepted service programs, or other excepted service program. Directing, developing and implementing innovative programs to meet mission/ organizational objectives. Oral and written communication to present, defend, or resolve complex issues. Ability to supervise, and knowledge of the principles of equal employment opportunity. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
