Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number D2697000 and is part of the Pennsylvania National Guard, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a SUPERVISORY HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-12, you will exercise supervisory personnel management responsibilities. Manage, direct, and execute wide spectrum of force support operations (Personnel, Base Education & Training, Family Readiness, Installation Personnel Readiness, and Base Services) for wing customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Conduct analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Implement the organization's self-inspection program; reviews formal inspection reports, audits, complaints, and other reports to ensure adverse findings are addressed/corrected within the allotted time frame. Participate in formal and informal management planning, policy and decision-making sessions. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Air National Guard. AREA OF CONSIDERATION: Non-bargaining Position AOC 1: NG Employees at the 111th ATKW AOC 2: NG employees in the 111th Attack Wing (This includes 270 EIS, 201 RHS Det 1, PA ANG HQ Det 2) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED: E8 - E9 Supervisor for this position is Lt Col Good Manpower #0077506334 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance *NOTE: If you're a new supervisor in the Federal Government civil service, you may have to complete a one-year probationary period. GENERAL EXPERIENCE: Education, training or experience gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience in personnel and manpower core competencies: Organization Structure, Requirement Determination, Program Allocation and Control, and/or Performance Improvement. In addition to analytical and problem-solving abilities, positions at this level require specialized knowledge of all applicable merit principles and practices related to federal civilian, military, and National Guard technician personnel programs. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
