Summary Joining the Secret Service, Office of Recruitment and Staffing will allow you to provide managerial advisory/consultative service to internal and external stakeholders; analyze significant human capital issues and problems; and develop recommendation and alternative solutions and in alignment with the global mission of the agency. Responsibilities The selectee will serve as a Supervisory Human Resources Specialist (Recruitment and Placement) in the Office of Recruitment and Staffing. Typical work assignments include: Exercising delegated supervisory authorities and responsibility of a supervisory branch chief, including but not limited to planning subordinates work to be accomplished and establishing priorities and schedules for work completion. Evaluating work performance; communicating performance and conduct expectations and evaluations to subordinate employees; teaching, training and mentoring subordinate staff, interviewing candidates for positions; hearing and resolve complaints form employees; effecting disciplinary measures; identifying training needs; recommending awards/bonuses; and finding ways to improve production. Providing applicable information to stakeholders on implementation and execution of human capital law enforcement programs. Identifying and promoting awareness of problems and challenges associated with projects directed toward program and/or other interrelated programs; promoting compliance with internal and external policies, regulations, OPM guidance, directives, laws, and regulations; overseeing quality assurance of human capital operational programs and implementation of automated systems. Developing and executing strategic plans; determining long and short-range plans; setting goals and objectives; approving/disapproving program commitments with operational implications; resolving complex problems that require expert attention and guidance. Serving as senior advisor to design strategic plans to manage changes in resources and/or plan future management of allocated resources; proposing manpower allocations; and identifying operational data requirements. Providing briefings, analyses, metrics/analytics, and reports on assigned human capital programs and issues; and refining technical information into quality work products; providing consultant advice and support to all levels within the agency; communicating and disseminating program information. Analyzing and evaluating individual and program effectiveness by reviewing accomplishments, quality of work produced and established performance standards; conducting policy reviews to determine effectiveness of policies and best practices and ensuring consistency of application; reviewing work to identify and address problems in accuracy, adequacy, and adherence to procedures, then implementing appropriate corrective action; and providing key analytics/metrics and data on program performance and accomplishments. Qualifications You qualify for the GS-14 level (starting salary $142,488.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Providing the full range of advisory services and technical guidance to senior management officials on federal laws, regulations, policies, and procedures governing Human Resources Recruitment & Placement Programs. Providing authoritative guidance to managers and supervisors on recruitment, staffing, and placement programs and special appointing authorities in the competitive and excepted service. Researching and interpreting Federal laws, regulations, policies, and procedures to assist in streamlining processes and developing HR standard operating procedures and guidance, as well as advising senior management on best practices and ways to improve the programs and services administered. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
