Summary You will serve as a Supervisory Information Technology Specialist (CUSTSPT) in the (N4) Global Infrastructure and Logistics Dept., Asset and Configuration Management Division Div (N41) of HOPPER GLOBAL COMMUNICATIONS CENTER. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. Responsibilities You will serve as a Supervisor Information Technology Specialist with full supervisory duties and responsibilities. You will manage a broad spectrum of requirements that fall under the cognizance of the Naval Telecommunications Dept. including all methodologies, standards and technologies supporting the ONI IT Directorate enterprise. You will be required to stay apace of DoD, DON, Intelligence Community and IT-Directorate vision, mission, policies, goals and objectives to ensure department relevance and operational readiness. You will be responsible for assessing all-source information, translating and articulating higher authority concepts and goals into an actionable mission statement, including strategies, programming actions and implementation plans. Requirements Conditions of Employment Qualifications You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, you must have one year of specialized experience equivalent to the next lower grade level (GG/GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1. Perform full range of technical, administrative supervision, and management tasks that involve planning, directing, assigning, leading, and monitoring the work of others: 2. Provide managerial oversight for Configuration Management, Telephony, Helpdesk, Hardware, and Property Management; 3. Direct day-to-day operations of an Asset Management program and establish Asset Management processes that address Desktop Support Services, Property Management, Desktop Support Services Telecommunications and Configuration/License Management; 4. Analyze trends, need, and risk; determine improvements; develop recommendations; and plan annual budget; 5. Provide guidance on long-range plans, goals, and objectives.
