Supervisory Information Technology Specialist
Summary This position is located in the Department of Technology Services (DTS), Systems Development and Support Office (SDSO), Software Infrastructure Division (SID). The SID Chief will be instrumental in evolving the division into a Platform Engineering Division supporting on-prem and cloud-based Identity, Credential and Access Management (ICAM) platforms, DevSecOps platforms, and ITSM platforms for the Federal Judiciary. Responsibilities The SID is responsible for designing, building, and maintaining scalable, reliable, and secure enabling platforms that support the Judiciary's mission and services. The Division Chief will work closely with cross-functional teams, including AO Program Offices, the Technology Solutions Office, the Information Technology Security Office, and court IT resources, to ensure that the enabling platforms meet the needs of the Judiciary while driving modernization and efficiency. Duties of the position include, but are not limited to: Developing and executing a strategic vision for platform engineering that aligns with the organization's goals and objectives. (Leadership and Strategy) Leading and mentoring a team of platform engineers, fostering a culture of collaboration, modernization, and continuous improvement. (Leadership and Strategy) Establishing and enforcing platform engineering best practices, standards, and processes to ensure high-quality outcomes. (Leadership and Strategy) Overseeing the design, development, and deployment of scalable, secure, and high performing enabling platforms. (Platform Architecture and Development) Collaborating with AO project Offices and the court IT community to define platform requirements and ensure seamless application integration. (Platform Architecture and Development) Driving the adoption of modern technologies and tools to enhance platform capabilities and developer productivity. (Platform Architecture and Development) Ensuring platform services' reliability, availability, and performance, implementing monitoring and alerting systems as needed. (Operational Resilience) Developing and maintaining disaster recovery and business continuity plans for enabling platforms. (Operational Resilience) Optimizing infrastructure costs and resources, leveraging cloud services and automation to drive efficiency. (Operational Resilience) Creating processes and automation that enable proactive responses to operational issues/outages issues/outages/ degraded services. (Operational Resilience) Partnering with key organizational stakeholders to understand and translate business needs into technical solutions. (Collaboration and Communication) Communicating platform strategy, progress, and results to executive leadership and other stakeholders. (Collaboration and Communication) Acting as a liaison between platform engineering and other departments, facilitating effective communication and collaboration. (Collaboration and Communication) Ensuring all platform engineering activities comply with security policies, standards, and regulations. (Security and Compliance) Working with the security team to identify and mitigate risks, vulnerabilities, and threats to platform infrastructure. (Security and Compliance) Implementing and maintaining security best practices and tools within the platform engineering function. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience with the following: Scalable system architecture, microservices, and distributed systems; and Managing budgets and optimizing operational costs.
