Summary You will serve as a Supervisory Intelligence Specialist (Senior Technical Advisor) in the Naval Information Warfare Advanced Weapons School (NIWAWS) of NAVINFOWARDEVCEN NORFOLK. This position is located in Norfolk, VA. All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status. Responsibilities You will serve as the subject Matter Expert for areas that include Intelligence Surveillance and Reconnaissance (ISR) and Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) processes, among others. You will produce high-quality broad and complex issue papers on technical capabilities and developments, and advise senior IWC and Fleet leaders on detailed intelligence planning, operations and advanced ISR/TCPED doctrine and strategy. You will oversee program management for NIWDC's, NIWAWS to include establishing guidance and policy, and coordinating activities with other Navy's Warfighting Development Centers and related Communities of Interest. You will manage division engagement with operational and tactical level naval intelligence and other IW personnel in performing gap analyses of IW capabilities, focusing on doctrine; training; and leadership and education gaps. You will liaise with national intelligence, joint intelligence, service intelligence, naval intelligence and Warfighting Development Center (WDC) partners in performing assigned tasks. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Acting as subject matter expert for areas which include Intelligence, Surveillance and Reconnaissance (ISR) and Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) processes, strategy, doctrine, policy, and tactics, techniques and procedures; 2) Producing high-quality broad and complex issue papers on technical capabilities and developments, and advising senior and Fleet leaders on detailed intelligence planning, operations and advanced ISR/TCPED doctrine and strategy across the levels of warfare; 3) Overseeing program management to include establishing guidance and policy, and coordinating activities with other Navy Warfighting Development Centers and related Communities of Interest; 4) Managing engagement with operational and tactical level naval intelligence and other IW personnel in performing gap analyses of IW capabilities, focusing on doctrine; training; and leadership and education gaps; and 5) Liaising with national intelligence, joint intelligence, service intelligence, naval intelligence and other partners in performing assigned tasks.
