Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Interdisciplinary. Duty Location: Folsom, California Responsibilities Serves as a supervisor within the Resources Management Division assigned to coordinate and manage activities related to Water Operation Coordination for American River basin, Stanislaus River Basin, and Reasonable and Prudent Alternative (RPA) Implementation and the National Environmental Policy Act (NEPA). RPA activities are related to American and Stanislaus River for the Central California Area Office (CCAO). Preparing or managing preparation of engineering documents, environmental impact statements, environmental assessments, and other environmental-related documents; and negotiating and administrating a variety of other contracts and agreements. Develops current and out-year program plans and operating budgets and executes approved budgets. Provides expert advice in interpreting and applying laws, regulations, policies, and procedures governing assigned water operation related management programs. Responsible for overall management, control, coordination and execution of projects and activities related to water operation coordination for American River basin, Stanislaus River basin, and implementation of RPAs. Works with Federal representatives and stakeholders to identify project tasks, including scope of work, purpose, timing, and resource allocations. Coordinates the planning, design, cost engineering, modeling, and environmental considerations, etc. for projects of considerable scope and complexity as measured by their diversity, geographical area, management demands, technical intricacies, and public issues. Coordinates NEPA/ESA compliance process required for development of environmental documents for the project alternatives in compliance with the pertinent laws and regulations and within established policies, standards, and program directives. Coordinates and manages the preparation of budgets and schedules with milestones from planning through final completion of the projects. Allocates work assignments based on priorities, considering the difficulty and requirements of assignments versus the capabilities of the staff. Includes stakeholder work groups to develop comprehensive long-term solutions to complex resource issues, board meetings and other business meetings conducted by CCAO, water service contractors, municipalities, and local agencies; regular liaison with the Central Valley Operations Office; technical and strategic planning meetings for region-wide management issues; scoping meetings and hearings related to the EIS process; and public outreach events. Who May Apply: Career Transition Assistance Plan (CTAP) Interagency Career Transition Assistance Plan (ICTAP) Qualifications To be eligible for consideration, you must first meet the Basic Education Requirements for this position, having: Civil Engineering Discipline, GS-0810 A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) Biological Sciences Discipline, GS-0401 A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education. Physical Science Discipline, GS-1301 A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be clearly supported in the resume. To Qualify at the GS-13 level, applicant must possess one year of specialized experience equivalent to at least the GS-12 in Federal Service. Specialized experience at this level is defined as: Planning, budgeting, and monitoring water management activities; providing staff services and analysis on water management conditions and formulating and recommending policy, practices, and procedures; reviewing and making recommendations on policy issues, plans, methodologies, and practices affecting water management or habitat restoration efforts; developing appropriate flow plans; or participating in interagency consultations that result in proposed regulations. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education This position has a mandatory education requirement.
