Summary About the Position: Incumbent serves as a Branch Chief, with responsibility for administering and enforcing the Regulatory Program. The program is directed toward improving and enhancing the physical, biological, and chemical integrity of the nation's water resources and ensuring that regulated activities in these waters are not contrary to the public interest, considering environmental, social, and economic concerns. Responsibilities Oversee evaluation of permit applications for work in the waters of the United States. Work with agencies, special interest groups, and the general public to build and maintain strong, effective working relationships. Advise employees on the procedural aspects of the Regulatory program. Makes recommendations or final decisions on permit applications. Lead implementation of all aspects of the Regulatory Program within a large portion of the Mobile District area of responsibility, including planning, coordination, and accomplishment of complex and controversial projects. Oversee and guide the development of Regulatory program staff. Plan, assign and coordinate the work of a multi-disciplinary staff to accomplish Regulatory Program mission objectives. Oversee and/or prepare detailed documentation such as environmental assessments, analysis of the Clean Water Act Section 404(b)(1) guidelines, etc. to ensure compliance with appropriate laws and regulations, National Environmental Policy Act, etc. Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes 1) Evaluating various levels and types of permit applications, compliance, and unauthorized activities under Section 10 Rivers and Harbors Act and Section 404 Clean Water Act; 2) Working with agencies, special interest groups, and the general public to build and maintain strong, effective working relationships; 3) Preparing detailed documentation such as environmental assessments, analysis of Clean Water Act Section 404(b)(1) guidelines, and other related laws and regulations; and/or 4) Providing technical leadership or advisory on environmental, social and economic concerns. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Environmental Law and Regulatory Compliance Leadership Program Outreach Technical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
