Summary About the Position: Works under the general supervision of the Chief, Navigation Support Branch and coordinates closely with the District Geospatial Section, Design Section and Survey Section to ensure the delivery of quality navigation spatial data products and services. Supervises the District's Navigation Analysis Section and uses a highly developed knowledge to enhance the accessibility and usefulness of spatial and non-spatial data, products and services for all navigation related elements Responsibilities Formulates sound engineering/science methods, procedures, and strategies for accomplishing the mission of the Operations Branch in compliance with regulations, policies, and established priorities. Responsible for oversight and technical support for all District navigation data, products, and services using Computer Aided Drafting and Design (CADD) and Geographical Information System (GIS). Functions as a District representative for National Programs involving navigation spatial and non-spatial data, navigation products and services, and navigation related application development. Establishes District standards and procedures for all navigation data analysis, storage, products, and services. Exercises technical and administrative supervisory authorities over the Navigation Analysis Section. Establishes program goals, objectives, and priorities for subordinates. Provides technical expertise, direction, oversight and management of the District’s eHydro program which produces navigation data and products such as condition surveys, controlling depth reports, and navigation data analysis. Manages and reviews plans for pre-dredging and post-dredging mapping products, and accompanying data sheets from a technical engineering viewpoint. Manages the dissemination of the District’s navigation data through the development of navigation spatial and non-spatial data web mapping features in CorpsMap and external web mapping applications. Serves as District point of contact for interagency coordination on navigation data, products, and services development. Promotes the District through communication, cooperative project development, and the sharing of geographical resource data with federal and state agencies and local stakeholders in areas of interest to the District. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes:1) Experience using Computer Aided Drafting & Design (CADD) or Geographical Information System (GIS); and/or 2) Establishes procedures for navigation data analysis; and/or 3) Planning and performing complex geotechnical site evaluations, subsurface/geotechnical investigations and testing programs; and/or 4) Preparing detailed reports, technical papers, drawings and specifications pertaining to navigational support; and/or 5) Maintaining scope, schedule, and budget on several different projects of varying complexity simultaneously. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). In addition to meeting the qualification requirements above, to qualify for this position you must also meet one of the basic requirements listed below: Education Basic Requirement for Civil Engineer (0810) and Environmental Engineer (0819): A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Geographer (0150): A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Basic Requirement for General Physical Scientist (1301): A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
