Summary About the Position: Advise the Director, SPD Commander and staff and district senior leadership on E&C program issues that impact the region and the USACE enterprise. Collaborates with the Director and senior leadership on unusual and novel problems relating to broad technical policy. **See "Additional Notes" section for more information on this recruitment** - This recruitment is for Current Permanent Army Employees Only! Responsibilities As the Regional Engineering and Construction Program Chief for SPD (a USACE Major Subordinate Command, MSC), you will: Provide leadership, management, and execution of the five Executive Direction and Management (ED and M) functions of Command and Control, Quality Assurance, Program Management, Regional Interface, and Operating as a Regional Business Center. Makes commitments and decisions relating to Engineering and Construction in collaboration with, or for, the Director and/or SPD Commander and senior leadership. On selective projects, personally coordinates issues and problems with the District Engineering and Construction Chiefs and/or their staff. Supervises and oversees the activities of the Technical Program Management and Water Management Teams. Manage through subordinate E and C staff of subject matter experts (SMEs), the Periodic Inspection, Dam Safety, Levee Safety, Bridge Inspections, Design Construction Evaluation, and DD 1391 Certification Programs for the Division. Provide guidance to district counterparts relative to program adjustments needed to accommodate higher headquarters policy changes or adjustments in resources. Manage personally and through the SPD E and C staff, the administration of the regional program for quality assurance of Engineering and Construction products and services. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience managing the engineering and construction resources of an organization, or a major segment of an organization's engineering and construction mission to include one or more of the following: dam safety, levee safety, water management, quality management, civil design, vertical design, environmental services, AE services, cost engineering, value engineering, CADD/BIM/GIS, construction management, construction contract administration, and construction safety management; as well as experience planning and advising on engineering and construction management matters as part of a cross functional team to establish goals and objectives, and manage the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position requires the possession of an active Professional Engineer License, Professional Architect, or Professional Geologist registration issued by any State in the United States, the District of Columbia, Guam, or Puerto Rico. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed 12 months by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. If applicable, returns rights may be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
