Summary About the Position: This position supports the mission of the DHA Administration and Management (J-1) Directorate, and is located in Falls Church, VA. This is not a remote position. Recruitment or relocation incentives MAY be authorized for highly qualified candidates. Salary and leave accrual negotiation MAY be available for those highly qualified candidates who are new to Federal Service. Student loan repayment MAY be authorized. Responsibilities Administer DHA’s logistical and property management programs. Perform the full range of delegated supervisory duties to include planning/assigning work, setting and adjusting short and long-term priorities, performance management, interviewing/making selections, effecting minor disciplinary actions. Ensure the development and execution of property management planning policies and procedures to accomplish assigned mission. Maintain 100% property accountability of Government property using the Defense Medical Logistics Standard Support (DMLSS) system. Conduct studies to determine how effectively available resources are being utilized. Track government expenditures for follow-on fiscal year annual budget projections. Conduct property loss investigations Conduct field surveys and staff assistance visits to review property management operating procedures used by activity level to assist them in solving management and operational issues. Provide expert advice to personnel on property accountability and property acquisition to assist in the lifecycle management decision-making process. Function as the contracting officer's technical representative (COTR) for support contractors. Prepare Statement of Work and Performance Requirements for logistic acquisition contract. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) assisting in managing the development or implementation of a material or asset management program; 2) advising on property accountability and property acquisition; 3) maintaining property accountability using government automated property or logistical systems such as the Defense Medical Logistics Standard Support (DMLSS) system; AND 4) providing supervision, leadership, oversight, or direction over employees and their work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Accountability Human Resources Management Manages Resources Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement.
