Responsibilities This Supervisory Information Technology Specialist (Deputy Director) position is located in the Technology Solutions Division (TSD), Information Technology (IT), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). As a Deputy Director, you will perform the following duties: Provides management guidance and thought leadership on a variety of issues related to the identification, selection, acquisition, implementation, adoption, and operations & maintenance of information technology mission critical systems. And provides the full range of Information Technology services necessary to deploy, operate, and sustain TSA's vetting, credentialing, and threat analysis systems. Provides oversight for operational procedures, schedules, acquisitions, software, equipment, networks, systems, and facilities necessary to ensure the highest level of integrity, availability, confidentiality, security, and performance for supported information systems. Oversees subordinate organizations that provide Tier 1-, II-, and Ill-level support for all operational systems; design, develop, and test risk-based security software and systems including Secure Flight; perform Secure Flight data analysis and support, to include the development and distribution of Secure Flight reports, performance metrics, and prediction simulations; provide Vetting and Credentialing software and systems design, development, and testing as well as Tier 1- II - and III-level support Provides technical advice, guidance, and recommendations to management and other technical specialists on a variety of complex and critical IT issues impacting mission critical applications and systems. Understands the organization's financial processes, procurement, and contracting processes in order to achieve division goals. Monitors expenditures and contract actions adjusting priorities as required to achieve results. Manages a diverse workforce which includes planning and assigning work, improving and directing performance, selecting employees, promoting equal opportunity, aware of human relations and engaging with employees to maintain a high level of satisfaction. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. This position is a critical sensitive position with a TOP SECRET clearance requirement and the tentative selectee must undergo and successfully complete a Single Scope Background Investigation (SSBI) background investigation as a condition of placement/retention in this position. These authorities are subject to change. Qualifications FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the requirements for all IT positions, to qualify for the SV-K Pay Band (equivalent to GS-15), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J Band (GS-14) in the Federal service. Specialized experience MUST include all the following: Managing complex, enterprise IT systems and programs including budget formulation, budget execution, acquisitions, resource allocation, risk management, customer engagement, and program management. Overseeing IT project management, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments; and skill in conducting test events. Experience briefing senior leadership with information management subject matter expertise (e.g., technical presentations, brief management, maintain effective communications with stakeholders; ensure dissemination of clear, coordinated, and consistent information and/or data; and clarify program concepts and requirements) as needed. Experience applying advanced IT principles, concepts, methods, standards and practices including networking concepts, protocols, trouble-shooting methods, physical computer components, architecture and network security methodologies and to install and configure hardware, software, and peripheral equipment for system users in accordance with organizational standards. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
