Summary You will serve as a Supervisory IT Specialist of NAVSUP BUSINESS SYSTEMS CENTER. Responsibilities You will serve as the Executive Director, principal civilian of NAVSUP BSC and principal advisor to the Commanding Officer (CO) and Executive Officer (XO) of NAVSUP BSC and provide leadership, management continuity and expertise for the command. You will be responsible for the overall planning, design, development, maintaining, and life cycle management of IT supply, financial, maintenance and logistics systems of Department of Navy (DON) as well as for DoD and international partners. You will serve as the final authority for the full range of personnel actions and organization design proposals within the command. You will approve workload priorities and project/program emphasis, and resolve issues/problems impacting efficiency or effectiveness within the command. You will ensure that the command meets government-wide standards, regulations, and policies. Requirements Conditions of Employment Qualifications In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14), or pay band in the federal service or equivalent experience in the private or public sector demonstrating mastery knowledge of IT principles concepts, methods, and practices related to the management of an organization's Information Systems (IS)/Information Technology (IT) support resources in order to develop and interpret policies, procedures and strategies needed to deliver mission related programs and systems. Examples of specialized experience include: 1) Developing and interpreting Agency wide policies, procedures, and strategies needed to deliver a wide variety of IT services including, Application Development, Infrastructure Management, Data Analytics and Mining, IT Platform Management and IT production support; 2) Developing and approving long-range resource management plans (such as analyzing manpower needs, changes in customer requirements, financial obligations, and/or information technology developments) to support mission objectives; 3) Identifying business requirements, and ensuring effective communications, planning, designing, implementing, and managing the security of the organization's IS/IT processes technical architecture and infrastructure with an emphasis on complex subject areas involving DOD/DON IT systems; 4) Assuring NAVSUP BSC systems and information security programs are in compliance with federal law, regulations, IM technology standards, internal controls, and best practices; and 5) Planning, coordinating and directing the work of subordinate staff and finding ways to improve production or increase the quality of work directed.
