Supervisory IT Specialist (Field Communications Supervisor)

Responsibilities Directs, coordinates, and oversees all aspects of statewide system development and installation, maintenance, and configuration being carried out by Mission IT and Field Communications personnel and contractors. Consults with and provides guidance to management, Mission IT and Field communications staff on matters such as training, career development, and skills mix to ensure efficient operational capability. Advises the districts and field offices, through instruction memorandums and other means on rules, regulations, and Bureau and Department instructions pertaining to Mission IT and Field Communication issues. Proposes and conducts workshops or meetings as necessary to meet program objectives. Interviews candidates for positions, recommends appointment, promotion, or assignment for positions, hears or resolves complaints from employees, and effects minor disciplinary measures. Serves as a project manager and contracting officer's representative for high-value field communications and mission critical IT systems. Provides advice and senior technical expertise to management, resource, and technical staff for planning, design, development, utilization, and modification of mission critical IT and field communications equipment, facilities, and SOPs. Oversees the design, install, and maintenance of complex systems including land mobile radio systems, mission critical push-to-talk systems, dispatch console systems, computer aided dispatch systems, and criminal justice information systems. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: This position requires being on-call and regularly working after-hours (nights, weekends, and holidays) including unscheduled hours, to support mission critical functions and respond to outages. This position requires traveling to remote locations using four-wheel drive vehicles, UTVs, and/or aircraft. This position requires lifting and hauling supplies and/or equipment up to 70 pounds. Basic Requirements: You must have Information Technology (IT) related experience that demonstrates proficiency in each of the following competencies. 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2)Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND- SPECIALIZED EXPERIENCE QUALIFICATION REQUIREMENTS: For GS-12: You must have one (1) full year of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-11 grade level. Specialized experience for this position must include all of the following:(1) Experience in IT and telecommunication systems integration methods; (2) Systems development, modification, testing, installation, operations, and maintenance; (3) Electronic principles and scientific theory with formulas; (4) Communication and ability to modify existing systems and review, analyze, and resolve difficult and complex technical problems. Physical Demands: The position requires that the incumbent work long hours and under conditions of intense concentration. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and working against tight deadlines with limited resources. Lifting and moving of IT or Field Communication equipment and supplies to set up may be required up to 70 pounds. Although the work is sedentary and performed in an office environment, the incumbent may occasionally be required to visit remote locations to support Wildland Fire or Law Enforcement details or operations. Therefore, the incumbent must also be physically able to work in remote conditions that could involve excessive cold or hot temperatures in a variety of climates. Work Environment: Work is performed primarily in an office environment with occasional travel to various meetings at offices or other communication/dispatch centers. Incumbent may occasionally work in remote locations (supporting details or operations), other offices and states to provide technical assistance as required. The incumbent may also be required to use protective safety equipment and travel by government furnished four-wheel drive vehicles, ATVs, or aircraft to visit these sites.
