SUPERVISORY IT SPECIALIST (PLCYPLN)
Summary You will serve as a SUPERVISOR in the ENTERPRISE COMMUNICATIONS & NETWORKS, CODE 55300 of NAVWARSYSCEN PACIFIC SAN DIEGO CA. Responsibilities You will be responsible for providing supervision, technical leadership, planning, program development, business development, coordination, and management of all aspects of the projects, personnel, and facilities assigned to the Branch. You will serve as part of the Code 553 Leadership Team and participates in the formulation and implementation of the Division business plan, program development, technical and administrative objectives. You will develop technical proposals, preparing and giving technical presentations to sponsors, potential customers, and technical audiences both inside and outside NIWC Pacific. You will oversee a branch workforce that includes electrical/electronic engineers, network engineers, computer scientists, IT specialists, and telecommunications specialists. You will keep abreast of and evaluates new developments in commercial wireless communications, 5G, Proliferated Low Earth Orbit, Non-Terrestrial Networks, Internet of Things and related technologies. You will not be limited to performance evaluations, travel approval, timecard approval, bankcard and purchase request approval, safety and environmental compliance, technical information review prior to public release etc. You will comply with ongoing special emphasis programs in such areas as the internal management control program objectives outlined in core values in the management of human resources, property, and procurement and financial responsibilities. Requirements Conditions of Employment Qualifications I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: The selectee keeps abreast of and evaluates new developments in commercial wireless communications, 5G, Proliferated Low Earth Orbit, Non-Terrestrial Networks, Internet of Things and related technologies 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Serves as part of the Code 553 Leadership Team and participates in the formulation and implementation of the Division business plan, program development, technical and administrative objectives, working in concert with other Branch Heads to achieve these objectives. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Duties include developing technical proposals, preparing and giving technical presentations to sponsors, potential customers, and technical audiences both inside and outside NIWC Pacific. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: The selectee will exercise civilian leadership principles in carrying our assigned supervisory duties, including coaching and counseling subordinates; actively supporting EEO programs and demonstrating a commitment to EEO principles and policies; complying with ongoing special emphasis programs in such areas as the internal management control program objectives outlined in core values in the management of human resources, property, and procurement and financial responsibilities. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-13 or pay band NM-04 in the federal service or equivalent experience in the private or public sector Provide system engineering, prototyping, test & evaluation, or research within one or more of the branch business areas (e.g., commercial wireless communications, 5G, Proliferated Low Earth Orbit, cellular Non-Terrestrial Networks, Internet of Things and related technologies), oversees technical work and leading new business development. Education Additional Information This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule for all Supervisor Positions will be NM-2/3/4/5/6. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. This is a Cyberspace Workforce position, work role code SUPERVISOR, proficiency level advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
