Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN) TITLE 32, Position Description Number D156P01 and is part of the IL 182 AW, National Guard. Responsibilities As a SUPERVISORY IT SPECIALIST (PLCYPLN) TITLE 32,GS-2210-13, you will ensure that the squadron meets all wartime combat readiness standards, and provides guidance and direction to the squadron through planning, coordinating, and directing a variety of functions including information management, telecommunications networks, help desks, communication networks (voice and data), plans and programs, local computer program development, computer systems operations, radio and computer maintenance, logistics plans, supply, quality assurance, human resources development and management, and maintenance control. Major Duties - This is NOT an all-inclusive list: Direct, manage and supervise, directly and through subordinate supervisors. Maintain military and full-time strength through recruiting and retention programs. Implement Federal and State military and civilian merit promotion, position classification, incentive awards, and suggestion programs. Ensure training for all aspects of assigned tasks and maintain an effective leadership/career development program. Ensure disciplinary measures are taken when necessary. Determine unit goals that are the foundation for long- and short-range planning and execution of all unit programs. Consider factors such as current and future mission needs, political climate, environmental concerns, area demographics, radio frequency spectrum, and tactical training location availability. Ensure the availability of mission capable tactical communications-electronics UTCs to meet training and US Air Force contingency requirements. Initiate the development and implementation of a variety of federal, state and local programs to ensure mission effectiveness including a hazard abatement program; a fraud, waste and abuse program; a health and fitness program; a public affairs program; and a disaster response actions program. Maintain liaison with national, state, and local governmental agencies such as law enforcement, disaster relief, airport management and others on matters of operational and environmental safety, protection of resources and other issues of possible unit impact. Negotiate and approve host/tenant agreements, memoranda of understanding, joint use and inter-service agreements, leases, and licenses with military and civil agencies. Ensure implementation of a functional station information systems plan to provide for equipment data security, communications, data processing, and computer services. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the appropriate security clearance of the position. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: OFFICER ONLY - minimum rank Capt, not to exceed rank of Maj. GENERAL EXPERIENCE: MUST possess the the following skills in IT related experience: Attention to detail, Customer Service skills- working with clients/customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; Oral communication and problem solving-using judgement to generate alternatives and to make recommendations. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess the specialized experience for the GS-13 Level which includes at least one year at the lower-level GS-12 that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that requires adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SUPERVISORY SPECIALIZED EXPERIENCE: MUST possess the experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
