SUPERVISORY IT SPECIALIST (PLCYPLN) - TITLE 5
Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN) - TITLE 5, Position Description Number PDT5720000 and is part of the KY 123 AW, National Guard. Responsibilities As a SUPERVISORY IT SPECIALIST (PLCYPLN) - TITLE 5, GS-2210-12, you will serve as the Plans and Resources section supervisor and a senior Information Technology (IT) specialist. Analyze requirements and establish plans of action for improving IT applications. Analyze existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements. Recommend adjustments to IT priorities to meet changing business needs, program plans, goals and objectives based upon the organization's goals and objectives, assessment of available resources, and extrapolation of cost benefit analysis data. Perform as plans and policy advisor to functional users of information technology. Plan and develop methods, procedures, policies, and techniques concerning telecommunication systems. Perform work involved in developing, refining, and complying with telecommunications systems planning and policy direction including short- and/or long-range planning. Assist with contracting functions and budget preparation. Conduct feasibility studies and other projects designed to identify functional needs and changing business requirements for advancements in technology, Prepare budgetary data for inclusion in financial plans in support of programs and projects. Attend meetings and presents briefings. Participate in discussions, meetings, conferences, committees or special projects. Analyze areas of concern, identify problems, and resolve conflicts through persuasive discussions with management and user representatives. Consult with base officials and working groups, customers and other organization personnel on IT and communications concerns. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates. Perform other duties as assigned. Requirements Conditions of Employment CONDITIONS OF EMPLOYMENT: May be required to successfully complete a trial period. Participation in direct deposit is mandatory. May be subject to furlough actions. Acceptance of a Federal position will terminate Tricare Reserve Select (TRS) eligibility. Must obtain and maintain a favorable adjudication of a T5 or equivalent investigation. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to successfully complete a supervisory/managerial probationary period. Must attended Supervisor Training: failure to complete Supervisor Training within 12 months of appointment will result in reversion to previous position. Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives. This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD instruction 8570.01-M. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019. Qualifications Minimum Requirements: Experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-11) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of information technology principles, concepts and methods. Experience with techniques and requirements of assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions, coordinating with others outside the organizational unit, and developing project controls necessary to accomplish the assignment. Experience requiring adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience managing the function of the work to be performed. Experience leading, directing and assigning work of personnel. Must have Security+ Certification.
