Supervisory Management and Program Analyst
Summary This position is located in the U.S. Department of State, Bureau of Global Talent Management, Office of Performance Evaluation, Program Operations Division (GTM/PE/POD). The Program Operations Division organizes and administers the Foreign Service Selection Boards, Reconstituted and Reconvened Boards, Senior Foreign Service Performance Pay Boards, Presidential Rank Award Boards, Meritorious Service Increase Panels, and the Department’s Incentive Awards Program. Responsibilities Serves as the Supervisor of the Operations Division in GTM/PE, providing leadership over GTM/PE/POD operational policies and processes, and the integrity of Foreign Service performance management and evaluation policy and programs. Collaborates with other GTM offices and oversees the establishment and issuance of guidance affecting the Foreign Service data used for promotion and tenure programs, including GTM system application development, uses, and analysis Provides the Department with data and insights, and negotiates procedural precepts to effectively run selection boards, reconstituted boards, and awards panels. Creates effective communications campaigns and senior level briefings for the Director General, Under Secretary for Management and Congress. Works closely with GTM practitioners across the Department. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing and interpreting performance management policies and processes. Experience managing department programs and initiatives. Experience collecting data and drafting statistical reports used to brief senior level officials. There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
