Supervisory Management and Program Analyst
Summary The selectee of this position serves as a Supervisory Management and Program Analyst responsible for monitoring the Judicial Security Division contracts, both in the division and districts for the Office of Court Security, the Office of Security Projects, and the Office of Security Maintenance, and monitoring the expenditures, periods of performance, and close out of all contracts. This position is located in the Judicial Security Division/Arlington, VA. Responsibilities As a Supervisory Management and Program Analyst at the GS-0343-14 grade level, some of your typical work assignments may include, but are not limited to, the following: Providing subject matter expertise to the various programs with the Judicial Security Division (JSD) in preparing independent government cost estimates, monitoring all JSD contracts from cradle to grave, monitoring compliance, assuring period of performance are monitored and contracts are closed out in a timely manner. Working with contracting officers and accounting personnel on financial and contract administration issues pertaining to the program, funding projections, and year-end closing activities. Planning, organizing, and directing project work and negotiating effectively with management to accept findings and implement recommendations, to include those where proposals may involve substantial resources and/or may require extensive changes in established procedures. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. To qualify at the GS-14 grade level, you must meet the following: Specialized Experience: Experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties: Working with stakeholders to resolve contract management issues such as funding projections, year-end closing activities, etc.; Monitoring contracts from cradle to grave including contract compliance, vendor performance, and contract close-out procedures; Evaluating processes and procedures to recommend changes that impact progress to program mission or objectives; and Managing or leading a team by assigning work, providing feedback, or guiding or mentoring team members.
