Supervisory Management & Program Analyst
Summary This supervisory position serves as the Major Case Coordination Chief of VHA's Anti- Fraud, Waste and Abuse (FWA) Program, in the Office of Integrity and Compliance (OIC), Veterans Health Administration (VHA), located at the Central Office of the Department of Veterans Affairs (VA) in Washington, DC. Responsibilities Serves as a subject matter expert for VHA anti-fraud, waste, and abuse (FWA) program to include the execution of anti-FWA strategy, research, investigation, remediation, training and education, corrective action planning, and coordination needs with Assessable Units. Serves as the primary POC and leads the VHA's Major Case Coordination meetings with Office of Inspector General, Intergrated Veteran Care (IVC), third-party administrators, anti-FWA team, and other stakeholders. Leads the team to document and track lead, referrals, and case development and administrative outcomes Ensures anti-FWA standard operating procedures and policies are adhered to and up to date. Assists in the development and stewardship of a VHA-wide anti-FWA program that prevents, detects and mitigates FWA. Develops and maintains processes and systems to detect and identify potential FWA. Develops and maintains internal preventative and detective controls to prevent and identify FWA. Train others within OIC and throughout the VHA on FWA and advise OIC, other VHA program offices, Veteran Integrated Service Network (VISNs) and VA Medical Centers (VAMCs) on how to build effective programs to prevent, detect and mitigate FWA. Directly supervises 8 staff. Sets team goals, selects project leaders, assigns team members and administratively and technically directs the work of subordinates. Plans, assigns, reviews and accepts, amends or rejects communication projects (verbal and written communication) done by subordinates. Makes major recommendations upon significant internal and external program and policy issues affecting the overall organization. Understands how to provide value to stakeholders across VA and work collaboratively and flexibly to accomplish shared goals. Integrating the work of a team or group where each member contributes a portion of the analysis, facts, information, proposed actions, or recommendations; and/or ensuring compatibility and consistency of interpretation, judgment, logic, and application of policy. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Complex fraud and/or abuse investigations Partnering with OIG and/or DOJ on FWA-related investigations Ethics and conflict of interest investigations You may qualify based on your experience as described below: Specialized Experience Requirement: Have 1 year of specialized experience equivalent to at least GS-13 in the normal line of progression for the occupation which includes, but is not limited to, the following examples. In order to meet the minimum qualifications for this position, you must meet 3 of 5 of the following examples of specialized experience. leading and/or overseeing teams complex and large-scale criminal/civil and administrative investigations requiring the participation of various agency investigators, analyzing and recommending course of action/resolution of complex fraud, waste, and abuse (FWA) investigative issues, developing, recommending, and implementing process improvements for FWA enterprise-wide programs and projects that have investigative oversight, developing policy and processes that minimize and mitigate risks associated with FWA vulnerabilities, and developing, testing, implementing, and monitoring of systems solutions to address emerging FWA issues and key risks. Writing Sample: Writing sample required. Writing sample must include 1.) case summary and 2.) analysis of fraud risk(s) and recommendations for how to mitigate those vulnerabilites. Qualify Ranking Factor (QRF): A quality ranking factor (QRF) is a knowledge, skill, or ability (KSA) that could be expected to enhance performance in a position but are not essential for satisfactory performance. Applicants who possess a QRFs may be ranked above those who do not, but no applicant may be rated ineligible (i.e., screened out) for failure to possess a QRF.
