SUPERVISORY MARKETING SPECIALIST

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Marketing and Advertising branch of the 367th Recruiting Group. NOTE: This position is open ONLY to current employees of the 367th Recruiting Group at Robins AFB, GA. Responsibilities Plans, organizes, and directs the activities of 367 RCG, ensuring that Marketing and Advertising branch complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 367 RCG with a variety of installation and functional area organizations. Project manager for the design, development, testing, and implementation of marketing and survey research and analyzes and interprets research data. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Business and Industry. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of marketing research theories, principles, and techniques, technical proficiency in the use of publishing software/hardware, ability to conduct, analyze, and interpret surveys, interviews, and focus groups, ability to create target-specific promotional programs, special events, and media, and knowledge of statistical analysis software and programming languages. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and ability to apply, analytical processes and investigative techniques for conducting studies and detailed analyses of various functions and processes. Recent experience working with DoD activities highly desirable. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Skill to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on a broad 5. Knowledge of, and ability to apply, marketing research theories, principles and techniques, including sampling theory (probability and nonprobability, questionnaires and research - design, and inferential statistics) and trend - analysis. Recent experience working with DoD activities highly desirable. 6. Knowledge of, and technical proficiency in marketing methodology and application, e.g., color separations, color processing, design techniques, sizing (photos, printing, etc.). Ability to input data from a keyboard (qualified typist not required). 7. Knowledge of, and ability to apply, attitude and opinion research methodologies, including but not limited to, paper and pencil mail surveys, one-on-one interviews, focus groups, telephone interviews. -Ability to conduct, analyze and interpret focus groups. 8. Knowledge of, and ability to integrate and apply, design automation products such as desktop publishing, word processing, graphic and automation processes 9. Skill in analyzing targeted customer needs and desires and determining the most effective marketing techniques to reach those clients. 10. Ability to conceptualize and create target-specific promotional programs, special events and media that meet customer needs and management constraints and guidelines. Recent experience working with Air Force activities highly desirable. 11. Ability to establish budgetary parameters and control expenses within prescribed guidelines. 12. Ability to develop and present, from concept to presentation, a variety of training formats, e.g., lecture, on-the job, computer self-paced, and accompanying training aids. 13. Ability to develop Statements of Work (SOW). 14. Knowledge of, and ability to develop and apply policies, practices and procedures for developing, awarding and managing a contract. Experience with Air Force contracts highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
